Migration 5.4 to 7.x Modules updated multiples times

During the migration from 5.4 to 7 the files located at:

• packages/vtiger/mandatory/
• packages/vtiger/optional/

Are installed multiple times trough the migration process. This could be move to just one time at the end of the process.

This will save time to the user and avoid errors.
