New user permission denied on first login

Any new user that is not an admin is unable to save their timezone, language and date format settings on first login. The following error occurs:

Navigating to the root URL shows the user is logged in and can use the system but they will receive the first run prompt next time they log in.

Standard install with no modifications or custom scripts.

It appears that the user might be being denied permission to update the vtiger_crmsetup table. Adding a record to the table allows the user to proceed.

I believe this issue cropped up in the recent security "patch"...

Applied the patch today, still doesn't seem to solve the problem.

Looks like http://code.vtiger.com/vtiger/vtigercrm/issues/234 is the same issue. An admin might want to merge the tickets...
