Log4php update

Hello,

I have updated log4PHP with de lastest version. The old ini file was replaced with a php file for the configuration : log4phpConfig.php

It is the same but supported by Log4PHP.

For the best use of that library, i have removed two log4php (debug and standard). With this implementation, the flag in performance file enable or disable log (see the function in log4phpConfig.php and include/logging.php)

I have tested the changes (Enable/ disable logs) ( delete all file log and recreate all) (see aspect of the log) Navigate in my CRM (creation/edit/delete items)
