Fix settings links

ref #109 (closed) set the linkto field correctly on older migrated systems

Thanks for the fix. There seem to be a pattern identifying this can fix all the broken links instead.

I can't see a pattern that can be easily done in a SQL statement without risking breaking other things in the table, and it would involve parsing stuff out of the link and rearranging it, this patch just fixes things in a migration so that they are like a fresh install.
