add function to deactivate a field using vtlib

set presence = 1 and alters mandatory attribut to optional

@florian.strahberger-schramm - This API is forcefully turning off the mandatory field, will lead to break in the module configuration. Good to know the usecase and way in this API would get invoked before proceeding.
