V71-Actual master not able to change default language+Dashboard widgets placing

    Tried to change in user preferences another language, does not work actually - it's always the defalut language(defined in config.inc.php). Dashboard Widgets not possible to place at the left side of the screen - always jumping back more to the middle. Worked correctly in a Januar 2018 version.
