vt7: Picklist Editor re-ordering problem

Go to the Picklist Editor in a clean 7.0.0 install.

The default picklist shown is the "Type" picklist for Opportunities. There are only two entries. In Firefox I am unable to re-order them because there is only two entries. If there were three I could but I could not move one from the top to the bottom directly. I would have to stop at the one before the end then swap them around.

@prasad @lord_alan this fix only solve not drag from Bottom to Top and NOT from Top to Bottom.

@manuelgit - With only 2 columns the plugin seem to be having constraint. When you have more than 2 rows both direction would work smooth. Think should not be issue to worry.
