Issue with new commit for Users_Save_Action

Hello,

I implemented this change http://code.vtiger.com/vtiger/vtigercrm/blob/59d831f0d764198eba14179c2be45f865b3c7bed/modules/Users/actions/Save.php at my vTiger but now I get the below message when a new user is created and sign in for the first time and tries to set the language,time and date format.

{ success: false, error: { code: "LBL_PERMISSION_DENIED", message: "LBL_PERMISSION_DENIED" } }
