Quick create field order doesn't work across blocks

the quick create dialog shows fields in the order of the sequence in the vtiger_field table, however it doesn't take into account that the field sequence number is the sequence within a block. This leads to the quickcreate fields being in a surprising order as sequence 1 in block 2 can come before field 2 in block 1.
