vTiger 7.0.1 - Dashboard Tag Cloud - Only shows Tag's that are created by the User

When adding the Tag Cloud to a User's dashboard, the Widget only displays Tags that the User created. Even if a Tag is marked as Public, no other User can see that Tag in the Tag Cloud.

This would seem to be counter-intuitive, if a Tag is Public the User can Add the tag to a Record and view records with that Tag, then also all Users should see that Tag in the Tag Cloud.
