i18n issue with Zend Framework

the Zend framework does not work for Picklist Dependencies with unicode (e.g. "Fair Köln 2015" as picklist entry) and crashes the system, see https://discussions.vtiger.com/index.php?p=/discussion/173019/pick-list-dependency-error-whit-special-character/p1 an update like this, fixes this bug: http://framework.zend.com/svn/framework/standard/incubator/library/Zend/Json/Decoder.php
