Workflow email send is working only with fix email address

In workflows if I want to use action "Send Mail" I cannot use any variable like $(assigned_user_id : (Users) email1) in To: and From: box. If I use fixed email address everything works fine. I tried to install clean 8.3.0 installation and it's still not working. With clean install 8.2.0 this is working correctly with the same setup of Outgoing server, Workflows and Scheduler.
