Non-admin user configuration layout problem

If I'm logged in as **admin **and I edit non-admin users there are no problems. The problem is present when a non-admin user edits his user. I can't test this problem on the demo because it's not possible to edit users. I encountered this problem in version 7.40

Looks like Signature field has uitype 21 inside Database, using this value instead of 19 might also solve the layout issue.
