Vt*: Reports looks public but is actually private

1. Create a report and select some users in the Shared To
2. Save the report
3. Edit the report and remove all the users from Shared To
4. Save the report

Expected: Since there are no users selected in Shared To, the report is expected to be public Observed: The report is still private
